The results from the April 1 consolidated election in Edgar County have been finalized, according to Edgar County Clerk and Recorder August Griffin. As expected, the official results did not change the “un-official results” posted online immediately following Election Day.

In the state of Illinois, results from any election cannot be finalized until mail-in ballots, also known as absentee ballots, are received and counted. The process of accepting mail-in ballots and adding them to the votes cast by in-person voters can take two weeks.

“The Americans with Disabilities Act ensures people with disabilities can vote privately and without assistance, whether they vote in person at a polling place or by mail from home,” according to the Illinois State Board of Elections. “The Illinois State Board of Elections must provide a remote accessible vote by mail system that allows voters with print disabilities to electronically review, mark and verify their ballots using their assistive technology.”

Any qualified elector of the State of Illinois who is properly registered to vote may apply for a vote-by-mail ballot without specifying any reason for their absence on Election Day. Additionally, any registered or non-registered member of the United States Armed Forces while on active duty, members of the Merchant Marines, and/or U.S. Government employee serving outside the U.S., as well as his/her spouse and dependent(s)  who expect to be absent from their county of residence on Election Day may apply for a vote by mail ballot.

The laws surrounding absentee ballots also require clerks and recorders to wait until all absentee ballots are accounted for before finalizing the results from any election. In Illinois, signature verification must begin within two days of receipt and mail-in-ballot counting begins after the polls close on Election Day.
